We work with governments to build systems that earn trust and deliver better experiences.

We’ve worked with government teams who care deeply about making things better but are often stuck with tools, systems, or processes that make that hard. We help them see what’s getting in the way, listen to the people behind the policies, and co-create digital experiences that are clear, responsible, and grounded in the public good.

Designing effective digital experiences for government means understanding how public systems work in real life; across ministries, mandates, platforms, and people. We work with public sector teams to improve the tools that matter most, from service delivery portals to public-facing websites and internal platforms that keep essential programs running.

We lead with research that sees the system, engaging public servants, stakeholders, and community members to uncover barriers, surface unmet needs, and align priorities. We move quickly with prototypes that evolve from trust, giving teams and users space to co-create, test, and refine. And we help shape strategies for the long haul that keep digital services evolving through continuous prioritization, collaborative roadmapping, and sustainable implementation planning.

Ontario Connects

Infrastructure Ontario

2021

We were brought in to support Ontario’s ambitious plan to bring high-speed internet to underserved communities. Our role was to evaluate and prototype the digital experiences that would support this work, from service providers submitting coverage data, to communities tracking progress, to ministry teams coordinating the rollout. We worked closely with stakeholders across government and industry to understand what people needed, where friction showed up, and how the tools could better support everyone involved. The result was a shared vision, tested prototypes, and a clearer path forward for a critical public infrastructure program.

Website Redesign

Ministry of Health

2021

We worked with the Ontario Ministry of Health to improve one of the province’s most important public websites. The existing platform used rigid government templates that made it hard to organize content in ways that worked for real people. Rather than redesigning pages in isolation, we partnered with ministry teams to surface community needs and build evidence for broader template-level changes. Through research, journey mapping, and collaborative design, we helped make the case for improvements that now benefit not just this site, but others across government. It was change from the inside out and a shared win for both users and content teams.

IT Modernization

Niagara Escarpment Comission

2022

The Niagara Escarpment Commission brought us in to help modernize their digital systems. For years, staff and property owners had been working with outdated tools that made it difficult to submit, track, or process property-related requests. We partnered with the team to understand what was getting in the way, and co-designed a new vision for how the NEC could work with more clarity, more efficiency, and fewer dead ends. From interviews and service mapping to solution design, system recommendations and user stories, we helped chart a path forward that respects both the land and the people who care for it.

We’ve always been here to challenge what needs challenging and protect what matters most. What’s changed is how clearly we see the systems we’re part of and how intentionally we choose to engage with them. Hostile Sheep is no longer just our name. It's our stance.
